In early April 2020 we submitted an application to the Marine Management Organisation (MMO) for a Harbour Revision Order (HRO). The application is seeking to update the legislation that enables the Port of London Authority to do its job, promoting and protecting the tidal River Thames. Various one-off amendments have been made since the last substantial review in 1992, but a more thorough overhaul is now necessary, to fully reflect the challenges of managing an increasingly busy river in the 21st Century.

The HRO reflects changes made as a result of informal stakeholder consultation last autumn. This was an initial six-week period, later extended to eight weeks and included a drop-in session at IET London where stakeholders could talk to our legal, planning and property team about the HRO.

What happens next?

The MMO is the government body that manages applications for Harbour Revision Orders and the matter is now within their control. Their immediate priority will be to review the documentation and confirm that the application is valid.

The MMO will run a formal consultation process about the HRO at a suitable point in future, we have asked that this does not start until Government coronavirus restrictions are fully lifted.

The MMO will publicise when the consultation starts; we will also will ensure stakeholders are advised too.

Who should we contact about the HRO?

At this stage, the formal consultation period has not started.

In due course the MMO will start their consultation; any representations made to the MMO will not be taken into account, until such time as the formal consultation commences.

The PLA is not accepting any further representations on the HRO at this time.
