International Green Tariff

Since 2017, international vessels calling at the Port of London can qualify for a discount to their conservancy charges based on their environmental performance. 

A discount of 10% is automatically applied to vessels registered under the Environmental Ship Index (ESI) with a score of 30, or above, and a discount of 20% for vessels with score of 50 or above to further encourage vessels visiting the Port of London to be environmentally friendly.

The ESI, developed by the World Ports Climate Initiative (WPCI), ranks ships' environmental performance based on factors including emissions of nitrogen oxide, sulphur oxide, particulates, and carbon dioxide as well as its capability to connect to on-shore power supply. It gives a ready reckoner rating for ships that perform better in reducing emissions than the current International Maritime Organisation emission standards.

This Green Tariff has made the Port of London the first UK port to recognise ship owners committed to progressively improving the environmental performance of their fleet. Eligibility for the Green Tariff is based on a ship's individual score under the Environmental Ships Index (ESI) scheme.  To qualify, a vessel must be registered under the ESI scheme and have an ESI score of 30 points or greater. (Please note the PLA reserve the right to amend these details at the annual review.)

The ESI is relying on self declaration and does not require verification or certification by third parties. From 1st October 2020, a fee of EURO 160.0 per verification period (6 months) per vessel (> 20,000 tonnes) and EURO 80.0 per verification period (6 months) per small vessel (<= 20,000 tonnes) will be charged to participate in the ESI. Once data is submitted, the score is automatically calculated and maintained. The ESI vessel list is updated on the first of each quarter and supplied to the PLA. Discounts will be automatically applied to the vessel conservancy invoices of compliant vessels once that vessel appears on the list. The removal of a ship from the list is recorded immediately and discounts will accordingly be stopped in the same way.
