The PLA consults with Government, relevant agencies, representative bodies, port and river users and other relevant bodies during the process of updating and revision of Byelaws, General Directions and Codes of Practice. It is also legally required to communicate any subsequent changes to Byelaws through the shipping and local press or other suitable media.

PLA Notices to Mariners are published and circulated to all local ship owners, agents and various other river user groups, giving details of changes as well as notice of all circumstances known to the PLA likely to affect navigation on the river. These are updated as required by broadcasts from the appropriate PLA VTS Centre.

The PLA is involved in a number of industry and river user groups, with a wide representation of the various port interests. They cover matters involving trade, navigation and safety on the river. The PLA produces a number of publications concerning the safe use of the river e.g.:

- River Byelaws - Tide Tables

- Pilotage Directions - Pleasure Users Guide
- Dangerous Substances in Bulk Byelaws - Riverside Code
- Craft and Boat Registration & Regulation Byelaws
- Code of Practice for the Safe Mooring of Vessels
- Voluntary Code of Practice for Tug Utilisation on the Thames
- Code of Practice for the Boarding and Landing of Pilots
