The Rowing Risk Assessment Implementation Group (founded on the recommendations of the Salvage Association’s risk assessment into rowing on the Thames) recommended that a permanent body be setup to represent the interests of all recreational users in the upper and middle district. This group is the PLA Harbourmaster’s Recreational Navigational Group.
To create a dialogue between the PLA and the recreational community on the river Thames between the Authority’s boundaries at Teddington and Crossness.
The PHRNG will represent the interests of all recreational communities on the river, with particular but not exclusive reference to rowing, sailing, canoeing and pleasure boating (both narrow and otherwise).
Maintain the lines of communication resulting from the creation of the RRAIG and create new ones with other groups.
Increase corporate knowledge of all events on the river.
Review incidents involving recreational craft.
Increase recreational communities’ awareness of PLA byelaws, NTMs, navigational codes and user guides.
Promote positive and approachable aspects of PLA’s river management.
Ensure the ongoing application of the code of practice for Rowing on the Tideway and its continual improvement
Engender a dialogue between the various recreational communities to create a better sense of community and understanding between the groups.
a) The PHRNG will normally comprise appropriate staff officers from the PLA and representatives from bona fide associations, groups and other organisations of the recreational community.
b)The PLA Chief Harbour Master will normally chair the meeting. In his absence, the Harbour Master will take the chair.
c)The meetings will normally be on a six-monthly basis, in the spring and autumn. Extra-ordinary meetings may be called as and when necessary.
d)The River Manager Putney to Teddington will act as group secretary. Notes of meetings will be circulated to members, in addition to being placed on the PLA web site. Agendas and supporting papers will be circulated before the meeting and also placed on the web site.
e)Where an organisation not normally represented considers that attendance is merited, either temporary or permanently, application should be made to the Chief Harbour Master.
f)Where an existing body or organisation does not represent an element of the river/port community, the PLA will be pleased to liaise with the group concerned with a view to facilitating an agreed mechanism for such representation.
g)Individual members of the PHRNG will as a matter of course, represent more than one interest group.
h)Practicality also dictates that private individuals cannot be accommodated. Where however, an individual wishes to have his/her views considered by the group, and where no existing member can reasonably represent those views, submission should again be made in writing to the Chairman. Where appropriate, an invitation to attend a future meeting will be extended.
