No.24 of 2005 New MAIB Accident Reporting Requirements
|
Vessel masters and owners are reminded of the introduction of new statutory accident reporting requirements, which came into force on 18 April 2005.
The Merchant Shipping (Accident Reporting and Investigation) Regulations 2005 place an obligation on vessel masters and owners to report defined accidents to the Marine Accident Investigation Branch (MAIB).
Briefly, these Regulations apply to all UK ships and commercial vessels, except in some cases commercial vessels in use in a harbour or inland waterway and which are less than 8 metres in length. The Regulations do not apply to pleasure vessels or recreational craft hired on a bareboat basis.
Accidents which must be reported include; death, explosion, grounding, collision, fire, major injury, the capsize of a power driven vessel or pollution causing significant harm to the environment.
The report shall, so far as practicable, include the following information:

Name of vessel and IMO, official or fishing number; |

Name and address of owner; |
|
|
Name of master, skipper or person in charge; |
|
|
Date of accident and time of accident; |
|
|
Where from and where bound; |
|
|
Geographical position of accident; |
|
|
Part of ship where accident occurred; |
|
|
Weather conditions; |
|
|
Name and port of registry of other vessel |
|
|
Number of people killed or injured, together with their names, addresses and gender; |
|
|
Brief details of the accident, including, where known, the sequence of events, extent of damage and whether the accident caused any pollution, hazard to navigation; and
|
|
|
If the vessel is fitted with a voyage data recorder, the make and model of the recorder. |
