No.19 of 2007  Pilotage Directions 2006 - Amendment to Pilotage Direction No.4 (3)

1.  Introduction
PLA Pilotage Directions 2006 came into force on 1 September last year.  These revised Directions introduced a number of changes.  In particular, the threshold for compulsory pilotage at Margaretness was reduced from 50m length overall to 40m length overall or 50 gross tonnes.

However, experience has shown that the 50 gross tonne criteria brought into pilotage a number of locally trading vessels (including sailing barges and historical vessels).  This outcome was not identified before or during the previous assessment and consultation process.  We have now reviewed, within the context of the port’s navigational safety management system, the need for such vessels to be subject to compulsory pilotage.  This review has concluded that, as the persons in charge of these vessels are subject to the new Boatmaster Licence assessment requirements, they should not also be subject to compulsory pilotage.

2.  Public Consultation
In line with current policy, a comprehensive public consultation exercise was undertaken earlier this year in respect of the proposal to remove the 50 gross tonnes criteria for compulsory pilotage at Margaretness.  The consultation identified no opposition to the proposed change.

3.  Amendment to Pilotage Direction 4(3)
Following approval by the PLA Board, this minor amendment to Pilotage Direction 4 (3); removing the reference to 50 gross tonnes as a compulsory pilotage criteria above Margaretness, will now take effective from 1 November 2007.

Pilotage Direction 4(3) will then read:

Please ensure you amend your copy of Pilotage Directions 2006, accordingly.
