Notice to Mariners

L12 of 2009  River Thames. Sea Reach. Vessels swinging off The Havens - Coordination of Vessel Traffic.

The following procedure is to be followed for the coordination of vessel traffic when a large vessel of 200m length overall or more is scheduled to swing off the Havens on arrival off the berth:

a.  No other vessel shall pass a vessel of 200m  length overall or more in the charted channel whilst such a vessel is swinging, from the moment that the turn commences to the point at which the berthing pilot is satisfied that all danger of obstructing the channel has passed.  He will advise London VTS who will confirm it is content for passing manoeuvres to resume.

b.  A vessel may pass to the south of a vessel swinging for the Havens as long as it passes between the Tanker and Mid Blyth Buoys.  A vessel intending to pass between the Tanker and Mid Blyth Buoys whilst a vessel is swinging for the Havens must inform the vessel that will be swinging for the Havens and London VTS of his intentions.

c.  A vessel that is not able to pass between the Tanker and Mid Blyth Buoys and is likely to be in conflict with a vessel swinging for the Havens must agree with the pilot of the vessel that will be swinging for the Havens in good time to pass either before the turn commences or wait until the berthing pilot is satisfied that all danger of obstructing the channel has passed.  London VTS is to be informed of intentions.

d.  On the basis that the swinging time off the Havens is approximately 40 minutes after Sea Reach 6 time, London VTS will broadcast the estimated time of the swing on the routine river and estuary broadcasts commencing at least one hour before the swing.  If there is a subsequent change to the estimated time of swinging, London VTS will make an immediate broadcast on both working frequencies to inform any vessels that may not have monitored the agreement.
