The revised “Movement, Pilotage and PEC Notification” form has been purposely designed to aid compliance with the Maritime and Coastguard Agency’s CERS requirements. This form is available from the PLA website at the following location:

It should be noted that, whilst MSN 1817 requires a Port Authority to pass on the movement and goods information received, to national authorities, the onus for providing this information and for ensuring the accuracy of the data remains with the owner, operator, agent or master of a ship.
It is strongly recommended that in future all Provisional and Confirmed Orders are submitted on the above mentioned form by email or fax. Any further minor amendments to these submitted Orders may be done telephonically thereafter. Confirmed Orders will only be accepted if a Provisional Order has been submitted previously and once all the CERS requirements are satisfied.
Health Warning
Agencies which choose to continue to place Confirmed Orders by telephone should be aware that whilst the PLA will continue best endeavours to fulfil all such orders it cannot guarantee to do so. The reason for this position is that personnel who can be very busy handling multiple telephone messages (circa one hundred Pilotage Service users and one PLA) may, from time to time, miss important information which, if presented 'on line' would not have been overlooked.
Please be aware of this possibility.
